The Former President's Woke Warning Overlooks Europe's Real Danger: Technological Stagnation.

The recent US national security strategy offers a flawed assessment of Europe. It claims that open-border policies and what it terms "progressive" policies pose an grave risk to European civilization. However, this perspective rests on a serious misreading of the reality. The true challenge confronting Europe is not societal but economic and technological backwardness.

The Stark Growth Gap Separating Europe and the US

Statistics paint a sobering contrast. From 2008 and 2023, US GDP surged by 87%, compared to a paltry 13.5% growth for the European Union. During this time, EU GDP per capita dropped from over three-quarters to just 50% of the American figure. Strikingly, even the poorest US state now has a greater average income than major European economies like France and Italy.

Currently, about 50% of the world’s 50 largest tech companies are American, while only four are European.

The Innovation Shortfall: The Core Question

The growing disparity is driven by stronger efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The scene of global tech dominance is decidedly US-centric. In the last fifty years, hundreds of American startups have scaled into enterprises valued at over ten billion dollars, compared with only fourteen in the European continent.

This gap raises a vital question: In the race for future industries like semiconductors, AI, and quantum computing, what is Europe stand? Most analysts concede it is largely a contest between two involving the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

A number of major factors account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic network for funding startups. The EU has yet to establish a true capital markets union, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hinder Europe. A US startup can introduce a service under a single regulatory framework to access a market of over 330 million. The EU, despite a bigger population, is split among 27 separate regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, one can find reasons for hope. Policymakers are increasingly aware of the severe threat and have started to advance substantial change. Key reports on European competitiveness and the single market highlight the need for sweeping reforms.

Given appropriate incentives and rule changes, these assets could support far greater degrees of business-led breakthroughs.

The continent still possesses significant strengths: high-quality human capital, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in creating next-generation technologies, it can still dramatically increase productivity by adopting and adapting innovations from other regions.

An Inflection Point

Europe now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. But, without bold steps to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
