The Failure of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from various governments. Significant resources is allocated on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capability afforded by timely intelligence. From observation points, military aircraft that had been dispatched to counter approaching cruise missiles flew past – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by partner states. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly gives way to grim resignation: maybe the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon opened up on a drone in the vicinity, part of a rapid response unit – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its target.

Intermittently, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on international aid – a dependence that European nations are demonstrably unable to substitute in the near term.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new proposal from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This trend will, undoubtedly, endure.

Political Considerations

It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a assumption understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unrealistic to force Russia to surrender the territory that it already controls in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, American administration does nothing to deter Moscow, through words or deeds, from assuming that the current condition will not change more in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a complete military breakdown until situations evolve in its favour.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
